ICE agents terrorized North Hollywood with guns and masks
By Alma Cordero · Reporting from El Paso ·
Masked federal agents violently detained a Venezuelan man and threatened a bystander with a handgun, proving that ICE operates as a lawless security state above the law.
The violence happened on a Friday morning, October 30, 2026. It happened on a sidewalk near Vineland Place and Otsego Street. It started with a man named Angel Luis Gonzalez Lobo. He is 27 years old. He is from Venezuela. Masked agents from U.S. Immigration and Customs Enforcement (ICE) tackled him into the bushes. He cried out in pain. He yelled for help in Spanish.
This was not a legal arrest. It was a kidnapping in broad daylight. When we see masked men hoisting a human being by his arms and legs, we are not seeing law enforcement. We are seeing a paramilitary squad. The Department of Homeland Security (DHS) is wrong because it has allowed its agents to treat American streets like a war zone. They have traded the rule of law for the rule of the gun.
The sidewalk as a war zone
Damari Butler watched the scene from his balcony. He saw two masked men tackle Gonzalez Lobo. "There was no asking what his name was, no ID, nothing," Butler told the Los Angeles Times. "They just grabbed him."
Then the violence spread to the neighbors. A man was walking two dogs. An agent had dropped a canister of pepper spray. The man picked up the canister and tossed it toward the street. He thought it belonged to the agent. He was trying to be helpful.
The response was insane. A masked agent pulled a gun. He shoved the man into the bushes. He held the handgun inches from the man's face. ABC7 Los Angeles reported that the agent later pepper-sprayed the bystander before he ran away.
Butler thought the man was going to die. He said it showed how powerless we are. This is the feeling la rabia brings. It is the feeling of knowing that your neighborhood is no longer yours. It belongs to the man with the mask and the badge.
The cost of a body
We must look at the ledger. These raids are not just about "security." They are about money. According to the Federal Register, DHS announced new inflationary adjustments on October 1, 2026. These fees come from the One Big Beautiful Bill Act, or HR-1.
The fee for certain arrested aliens is $5,300. There are no waivers for this fee.
When ICE tackles a man like Gonzalez Lobo, they are not just processing a case. They are triggering a $5,300 statutory removal fee. This is a cash-extraction security state. It monetizes human misery. The violence on the street is the muscle that supports the billing office.
The agents wore masks to hide their faces. They acted with a chaotic energy. Butler said it felt like they would use excessive force just to get what they needed. When the state treats people as line items in a budget, the humanity disappears.
The pattern of the mask
This is not a one-time mistake. It is a historical pattern. The use of excessive, lethal or near-lethal force by masked or uniformed agents against unarmed civilians, captured on bystander video, reveals a systemic disregard for human life in the name of state security. This is the same mechanism we saw in the Death of Oscar Grant. In 2009, a BART officer shot Grant on a platform. Bystander videos were the only thing that told the truth.
We have seen this before. The Murder of George Floyd in 2020 showed how a public street becomes a scene of state-sponsored violence.
The timing of this raid is a slap in the face to the courts. A federal judge had just barred agents in Southern California from stopping people based on racial stereotypes. One day later, ICE was tackling a Venezuelan man in North Hollywood. They are telling the judge that his orders do not matter.
Some will argue that the agents were simply securing a chaotic scene. They will say a bystander picked up a chemical weapon and the agent had to react. This is the strongest case the agency can make. But it fails. As law professor Seth Stoughton noted, the bystander had already tossed the canister "quite a distance" before the gun was drawn. Pointing a weapon at a dog walker's face is not "securing a scene." It is an act of terror.
Mayor Karen Bass called this unacceptable. She is right. But words are not justice.
Justice requires more than an investigation. It requires the names of the masked agents. It requires a system that runs on visas instead of cages and handguns. Until then, the streets of Los Angeles remain a playground for a regime that views our neighbors as prey.
