Trump waives Russian diesel sanctions in a strategic surrender
By Tom Beckwith · Reporting from Washington ·
President Donald Trump is treating the survival of a sovereign state like a real estate closing. By waiving sanctions and throttling critical intelligence, the White House is trading the gold standard of American credibility for a few cents of diesel. This is not a "fine balance." It is a strategic surrender. Donald Trump is wrong to prioritize a temporary dip in fuel prices over the integrity of the international order. He is spending the trust of every American ally to buy a brief moment of domestic political cover.
The cost of a transactional peace
The White House has moved from strategic partnership to a vendor relationship. According to NBC News, President Trump waived sanctions passed by Congress under the Lindsey Graham law. He did this via executive order, claiming the move is in the national interests of the United States. This waiver allows the import of Russian-origin diesel until April 7, 2027.
The goal is simple. Trump wants to lower fuel prices before the November mid-term elections. To do this, he reached a deal with Vladimir Putin to release hundreds of thousands of tons of Russian diesel. Volodymyr Zelenskyy warned that this deal will strengthen Putin in his will to occupy Ukraine.
This shift is a sharp rupture. Federal records show a history of ceremonial warmth. In 2022, Zelenskyy gave President Biden a painting titled “Orange Patterns”. In 2024, he presented a tapestry. Those gifts represented a bond of shared values. Now, that bond is replaced by a ledger. This mirrors the 2021 withdrawal from Afghanistan, where a transactional exit strategy overrode the interests of a local partner.
Throttling the ally to feed the adversary
The administration is not just waiving sanctions. It is actively blinding its partner. NBC News reports that U.S. intelligence sharing with Ukraine was briefly blocked. Zelenskyy says this left Ukraine blind to incoming ballistic missiles. Simultaneously, limits were placed on Starlink and Starshield technology. Zelenskyy believes both Trump and Elon Musk were involved.
This is the mechanism of the Rapprochement with China. In that historical pattern, a superpower pivots toward a strategic adversary to alleviate domestic pressure and secure a transactional deal, abandoning a smaller ally's interests in the process. Washington is now applying that same logic to Moscow.
Sen. James Lankford argues that Trump is "choosing the American people first" while still "siding with the free people of Ukraine." This is a logical impossibility. You cannot side with a people while blocking the intelligence they need to survive a missile strike. Lankford’s "balance" is merely a slow-motion abandonment.
The illusion of the deal
The White House believes it can pressure Kyiv into a deal. Donald Trump has called for Ukraine to elect new leadership. He recently remarked that Zelenskyy is “more difficult to deal with than Putin.” This is a staggering assessment. Putin is a man who has occupied approximately one-fifth of Ukraine. He is a man Zelenskyy calls a "terrorist" and a "killer."
The administration is attempting to force a capitulation. El País reports that Zelenskyy believes measures have been taken to convince Ukraine to surrender. This dynamic echoes the Minsk Agreements, where external powers pressured a smaller state to accept terms that felt like a surrender to an aggressor.
The capabilities on the ground do not support a "deal" from a position of strength. Ukraine faces a critical munitions shortage. Meanwhile, Russia is escalating. El País reports that the Kremlin launched 2,700 drones and 1,700 aerial bombs. Russia also claims to have captured Dobropilia and taken more than 2,000 prisoners. Putin does not see a "deal" in the diesel waiver. He sees a green light.
Washington is operating on the delusion that Putin is a rational transactional partner. He is not. He is an opportunist. Every concession is interpreted as a sign of weakness. Every sanctions waiver is a subsidy for the next offensive.
The White House will likely continue these technical curtailments to force a territorial partition before the mid-terms. This is a gamble with other people's lives. By treating the war in Ukraine as a bargaining chip for gas prices, the United States is teaching the world that its word has a price. When the U.S. stops being a reliable guarantor of security, it stops being a superpower. We are trading a permanent strategic failure for a temporary polling bump. The result will be a world where American promises are viewed as mere placeholders until the next election cycle.
