Trump sends $500 Obamacare checks to buy midterm support
By Maya Ellison · Reporting from Detroit ·
Donald Trump is mailing $500 refunds to nearly 1 million people in 30 states, a cynical election-year stunt that ignores the millions losing vital healthcare subsidies.
Donald Trump is running a cynical hustle with the U.S. Treasury. He is mailing $500 refund checks to more than 950,000 Americans. He calls this a "Historic Action" to return money to "hard-working Americans." In reality, it is a political bribe delivered just weeks before the midterm elections. While Trump pats himself on the back, millions of working families are drowning because Republicans let enhanced ACA premium subsidies lapse. This is not healthcare policy. It is a campaign stunt designed to buy goodwill with a pittance while the administration dismantles the safety net for the most vulnerable.
The math of a political bribe
Follow the money and you will see who Trump actually cares about. According to cnbc.com, the primary recipients earn more than 400% of the federal poverty line. These are people who do not receive taxpayer subsidies to pay for their coverage.
Meanwhile, the people who actually need help are being squeezed. ABC News reports that premium tax credits expired last year and have not been renewed. For many, premiums rose by several thousand dollars per year. A one-time $500 check does nothing to offset those costs.
The administration is using a "surplus" of user fees collected by the Centers for Medicare and Medicaid Services. These fees fund the operation of HealthCare.gov. Trump claims the Biden administration "overcharged" people. But Jonathan Oberlander, a professor at the University of North Carolina at Chapel Hill, told cnbc.com that user fees were sometimes lower under Biden than during Trump's first term.
A campaign flyer in a government envelope
The check is not the point. The letter is. Every refund comes with a personal note from Donald Trump. He uses the Treasury Department to tell voters that the Biden administration "overcharged" them. He claims he is "returning" money that belongs to the people.
This is a textbook example of using the state to fund a campaign. Trump is targeting battleground areas. Texas is estimated to have 139,000 recipients. Florida is estimated to have 127,900 recipients.
This is just the opening act. At a midterm convention in Dallas, Trump promised $5,000 "dividend checks" to every American adult. There is a catch. He will only send them if the GOP keeps control of the House and Senate. This is not governance. It is a transactional demand for power.
The playbook of targeted relief
This move shares the same mechanism as the Tax Cuts and Jobs Act of 2017. Both provide targeted financial benefits to higher-income earners while ignoring or exacerbating the systemic costs borne by the lower-income and vulnerable populations. It is the same old story: the comfortable get a check, and the poor get the bill.
It mirrors the COVID-19 Stimulus Checks. Those payments served as a tool for political branding during a crisis.
The real story is the policy violence happening in the shadows. While Trump mails checks, his administration is stripping care. A June 2025 final rule prohibits health plans from covering "specified sex-trait modification procedures." This targets gender-affirming care, including puberty blockers and hormone therapy.
The administration also claims to be fighting fraud. JD Vance’s task force is removing 750,000 allegedly fraudulent enrollments from Obamacare. Reports show 3 million fewer people are enrolled under the ACA compared to last year. Trump is clearing the rolls and cutting care, then tossing a $500 crumb to the wealthy to keep them quiet.
Donald Trump is weaponizing the Treasury to manufacture political capital. He is trading long-term healthcare stability for a short-term electoral spike. Justice would require renewing the enhanced subsidies that actually lower costs for the working class. Instead, we get a letter and a check that doesn't cover a single month's premium increase. The administration is betting that a small amount of cash can blind voters to a systemic assault on healthcare access. They are betting that the hustle will work.
