Nepal's valley settlements are a policy choice for massacre

When a glacier collapsed in the northern Langtang massif on August 26, it didn't just create a flood; it triggered a high-velocity slurry of ice, mud, and stone that tore 20 kilometers downstream in a mere ten minutes. As reported by DW, the result was a slaughter in the "box" of narrow valleys, where the topography leaves no room for retreat.

For the people of the Rasuwa district, the mountain simply decided to move. Ranjina Tamang, a survivor who lost eleven family members, told France 24 that she didn't know if she was dreaming. That disorientation is the hallmark of the periphery’s experience: the sudden, violent realization that the land you were told was home is actually a trap.

The Architecture of a Predictable Massacre

We are told these events are "natural disasters," a phrase that neatly absolves the architects of the vulnerability. But the mechanism here—a massive slope failure of unstable material into a confined valley creating a high-energy displacement wave—is a ghost we have seen before. It is the exact horror of the Vajont Dam disaster, where geological instability was ignored for the sake of engineering ambition, and a mountain sliding into a reservoir wiped out thousands.

In Nepal, the "ambition" is the proliferation of hydropower and the push for valley settlements. SBS News reports that at least 12 hydropower projects were smashed. We are building industrial infrastructure in the path of inevitable collapses. This is not a tragedy of bad luck; it is a tragedy of bad planning. We saw the same pattern during the 2015 Nepal earthquake, where ice avalanches blocked rivers to create unstable lakes. We saw it in the 2008 Sichuan earthquake and the 2021 European floods: when you squeeze populations and power plants into narrow river valleys, you are not developing the land—you are building a kill-zone.

The most damning evidence is the silence of the sirens. Niels Hovius of the GFZ Helmholtz Center for Geosciences notes that acoustic early warning systems cover at most 1% of the at-risk areas. One percent. To leave 99% of a vulnerable population in the dark while encouraging them to settle in the valleys is not governance; it is negligence.

The Grim Bookkeeping of the State

Now, the world arrives to help with the cleanup, but the help is forensic, not preventative. The Singapore Police Force has deployed specialists to assist the Nepal Police in the agonizing task of Disaster Victim Identification. As CNA reports, with over 5,600 people missing and bodies fragmented by the violence of the water, the process is a nightmare of DNA samples and makeshift bulletin boards.

There is something profoundly bitter about the image of Singaporean forensic experts using high-tech tools to identify the dead in Chitwan, while the living in Rasuwa are still waiting nine hours on dirt roads for rice and lentils. The international community is excellent at the bookkeeping of death, but cowardly when it comes to the infrastructure of survival.

The strongest argument from the state's defenders is that these events are "unpredictable" products of climate change. They will tell you that no amount of planning can stop a glacier from collapsing. This is a lie. While the trigger may be climatic, the fatality is a policy choice. The difference between a geological event and a human catastrophe is a warning system and a zoning map. If the state cannot provide a siren, it has no right to permit a village.

The Only Exit is Upward

The rescue of workers like Sanjay Sah and Kabir Maharjan from the mud-choked tunnels of the Upper Trishuli 3A station is a miracle, but we cannot govern by miracle. The Nepal Army can dig through 60 meters of debris, but they cannot dig a population out of a systemic failure.

The path forward is clear, though it will be politically expensive. The Nepal government must initiate a large-scale relocation program to move vulnerable settlements back to higher ground. They must move from 1% to 100% coverage of early warning systems. Anything less is simply waiting for the next glacier to fall.

If we continue to treat the Himalayas as a resource to be mined for power while ignoring the geological record, we are not witnessing a series of accidents. We are witnessing a slow-motion massacre of the poor, conducted in the name of progress, in valleys that have already told us they are not meant for living.
